WHY MAKE UGLY PEOPLE BALD?

According to a recent survey, seeing an ugly person in public ruins a staggering 97% of people's day. Therefore, after much deliberation and consideration,we have decided that we have to make ugly people bald in order to be able to recognise them everywhere we go, even from afar! This would greatly reduce the chances of anyone ever having to encounter an ugly person in their daily activities, greatly improving the quality of life!
